Evidence Is Infrastructure

Treat evidence as a passing input to a decision and it disappears. Treat it as infrastructure and it becomes the foundation everything else stands on.

In most organizations, evidence is disposable. It is gathered for a decision, cited in a deck, and discarded once the decision is made. The claim survives; the basis for it evaporates. Six months later, no one can say what the recommendation actually rested on.

A cognitive enterprise treats evidence the way an engineer treats a foundation: as durable infrastructure with provenance, confidence, and a lifecycle. Every claim carries a traceable line back to what supports it, and that support is retained, versioned, and reusable.

The claim survives; the basis for it evaporates.

This is what makes reasoning auditable and judgment improvable. You cannot learn from a decision whose evidence you have thrown away. Evidence as infrastructure is the precondition for an organization that gets better at deciding.
