A measure of judgment, not technology
Organizational maturity measures cognitive capability along five levels: Reactive, Connected, Cognitive, Adaptive, and Cognitive Enterprise. It is not a technology score but a measure of how reliably an organization turns information into improving judgment.
The progression
At Level 1 (Reactive), information is captured but siloed and decisions are ad hoc. By Level 2 (Connected), systems are integrated and data flows, but judgment is still manual. At Level 3 (Cognitive), evidence is structured and reasoning becomes explainable and repeatable.
At Level 4 (Adaptive), the organization learns from outcomes and improves continuously. At Level 5 (Cognitive Enterprise), cognition is institutional — a durable, compounding advantage rather than the skill of a few individuals.
