Explainable intelligence means that every recommendation is supported by evidence, every relationship can be traced, and every conclusion remains transparent. No conclusion is legitimate unless it can be explained.
This is what separates the framework from opaque predictive systems. Reasoning must be inspectable, traceable, and open to challenge — so that a human can always ask why, and receive an answer grounded in the evidence and relationships that produced the judgment.
